It is a lift, although not truly functional with a touch of a bottom or anything like that (I knew that before I bought it) it does have steps where the arms can be manually moved up or down. Basically it is a stand for a scale RC it is a great addition to any scale garage. Not only good looks but also acts as a nice way to display any RC. It comes with all that is needed to assemble. I did change the screws and used scale screws for a bit more realism, but that is preference.
